What Is Mass Save?
Mass Save is a statewide energy efficiency program funded by Massachusetts electric and gas utilities including Eversource, National Grid, and others. It provides rebates, incentives, and financing for energy efficiency upgrades to homes and businesses across Massachusetts.
Which Mass Save Programs Require a HERS Rating?
New Construction Program
The Mass Save New Construction Program provides substantial incentives for new homes that achieve specific HERS scores. A certified HERS Rating is required to document and certify compliance. Homes achieving HERS 55 or below (required by Stretch Code) typically qualify for the highest incentive tiers.
Zero Energy New Homes (ZENH)
The ZENH program provides enhanced incentives for homes targeting HERS 45 or below with renewable energy systems. A HERS Rating is required to verify performance.
Home Energy Assessment & Air Sealing
For existing homes, Mass Save offers free home energy assessments and rebates for air sealing and insulation work. A blower door test documents air leakage before and after work to qualify for maximum rebates.
How Much Can You Save with Mass Save?
Incentive amounts vary by program and utility provider, but Mass Save rebates for new construction energy efficiency can reach thousands of dollars per home when combined with federal tax credits available under the Inflation Reduction Act.

Under the Inflation Reduction Act (IRA), new homes achieving ENERGY STAR certification (which requires a HERS Rating) may qualify for the New Energy Efficient Home Credit (45L), providing $2,500–$5,000 per home in federal tax credits.
