2026 Mass Save New Construction Incentives: The Complete Guide (Up to $25,000 Per Home)

Mass Save® pays serious money for high-performance new construction in 2026 — up to $25,000 for a single-family home and $40,000 for a four-unit building — but every dollar runs through one gate: your project must be enrolled and verified by an approved HERS rating company. Here are the current numbers, straight from the 2026 program brochures.

Single-family (1–4 units): three tiers

Multifamily (5+ units)

Low-rise buildings earn $1,500/unit (Base, ≥15% savings or HERS ≤45), $2,500/unit (ENERGY STAR MFNC v1.2), or $3,750/unit (Passive House); high-rise earns $1,000–$1,750/unit plus the $3,750 Passive House tier. Passive House projects also get a $5,000 feasibility study incentive and up to 75% of energy modeling costs ($20,000 project max). Whole-building infiltration testing adders pay up to $400/unit.

Renovations & additions

Major renovations (50%+ of the home) and additions of 500+ sq ft qualify: pay-for-savings up to $10,000 (Base) or $15,000 (All-Electric Base), then fixed tiers — Level 1: $20,000 (≥30% savings or HERS ≤55) and Level 2: $30,000 (≥50% savings or HERS ≤45, ≤3 ACH50, ERV/HRV, EV-ready) per single-family home, scaling to $60,000 on four-unit buildings. Whole-home heat pump adders reach $8,500 (air-source) and $13,500 (ground-source).

How to claim it

1) Contact an approved HERS rater before construction or demolition starts — the preliminary site visit registers your project. 2) Insulation inspection at mid-build. 3) Final inspection with blower door and duct testing. 4) Incentive check arrives 10–12 weeks after final inspection.
