What changes in Wenham on January 1, 2027?
Wenham has been a Stretch Code community since 2011, so HERS ratings are already familiar here — new homes must score HERS 42 or lower (mixed-fuel) or 45 or lower (all-electric), verified by a RESNET-certified rater. The Specialized Code keeps those limits and adds net-zero-ready requirements from Appendix RC:
- New multifamily over 12,000 sq ft: Passive House certification required.
- All-electric homes: heat pumps must handle primary heating and hot water (electric-resistance primary heat is excluded) — with load-managed design most homes still run on a 200-amp panel.
- Homes keeping fossil fuels: only allowed under 4,000 sq ft via the Mixed-Fuel pathway (HERS ≤42 pre-solar), and they must include electrification pre-wiring — a 250V/40A outlet within 3 feet of a gas range, a 250V/30A outlet at the dryer, a reserved heat-pump branch circuit — plus on-site solar and EV-ready parking.
- Large fossil-fuel homes (4,000+ sq ft): must certify net-zero — HERS 0.
The three compliance pathways
Projects in Wenham choose between the Zero Energy Pathway (RC102 — HERS 0, or Passive House + Phius ZERO), the All-Electric Pathway (RC103 — the most common: heat pumps, R408.2 efficiency packages, final HERS ≤45 before solar, or Phius CORE/PHI pre-certification), and the Mixed-Fuel Pathway (RC104 — under-4,000 sq ft only). Every pathway requires blower door testing (≤3.0 ACH50), duct leakage testing, balanced ERV/HRV ventilation, EV-Ready parking, and solar or solar-ready provisions.
